Can be used on a flat surface or wall mounted. When you first turn it on the bulbs stay on but they WILL start blinking. Ships VERY carefully! The reflectors behind the bulbs ALL HAVE SOME SURFACE OXIDATION! Generally some marks and whatnot, but in good condition overall.
