Born in Ladywood, Birmingham, Rushton attended Birmingham School of Art before furthering his studies in London. He relocated to Newcastle upon Tyne around 1897 where he taught art at Armstrong College and worked as a stained glass designer. He departed Newcastle in 1906 and moved to Berkshire, painting mostly landscapes, his colours having a luminous richness, not unlike that found in stained glass. He also painted in East Anglia and for a period lived in Ipswich and was Principal of Ipswich School of Art, 1906-29. He was elected RBA in 1922 and ROI in 1929. He showed at the FAS, RA, RI, the Ruskin Galleries and was also an elected member of the RBSA and showed at the Ipswich Art Club 1907-48. His work is represented in the collection of Ipswich Art Gallery, Laing Art Gallery, and in the University of Monckton, Canada. His daughter Winifred Rushton was a designer and craftswoman.
