Recipient of the 3 Distinguished Flying Cross, 12 Air Medals. General Boyd is commandant of the Air Force Institute of Technology and commandant of the Defense Institute of Security Assistance Management, Wright-Patterson Air Force Base, Ohio. General Boyd was born in Spokane, Wash., in 1939, and graduated in 1957 from Lewis and Clark High School. He earned a bachelor of science degree from the U.S. Air Force Academy in 1961 and a master's degree in business administration from Golden Gate University in 1972. He completed Air Command and Staff College in 1974 and the Industrial College of the Armed Forces in 1980.After graduating from the academy as a navigator, the general entered pilot training at Williams Air Force Base, Ariz., in September 1961. In September 1962 General Boyd was assigned as an instructor pilot at Craig Air Force Base, Ala. In August 1966 the general attended F-4 upgrade training and was assigned to Ubon Royal Thai Air Force Base, Thailand, where he flew with the 497th Tactical Fighter Squadron "Night Owl." Upon his return to the United States, he was assigned as an F-4 instructor pilot at Homestead Air Force Base, Fla.The general graduated from the Air Force Test Pilot School at Edwards Air Force Base, Calif., in 1969. He remained there, assigned to the Fighter Test Branch, where he was involved in the F-111 flight test and the supercritical wing test program with the National Aeronautics and Space Administration. After completion of Air Command and Staff College in 1974, he returned to F-4s and completed a one-year tour of duty at Clark Air Base, Philippines. During this time he served as operations officer for the 90th Tactical Fighter Squadron. The general then transferred to the Pentagon, where he served as F-16 staff officer and program manager. After graduating from the Industrial College of the Armed Forces in 1980, General Boyd was assigned as director of projects in the F-16 Program Office at Wright-Patterson Air Force Base. In that capacity he managed the F-16C/D development programs, as well as the prototype program for the F-16XL. In June 1982 he was assigned as the F-16 systems program manager at the Ogden Air Logistics Center, Hill Air Force Base, Utah, where he was responsible for F-16 worldwide logistics support. He was also a member of the F-16 Multi-national Fighter Program management team supporting the five-country partnership of Belgium, Denmark, Norway, Netherlands and the United States. In July 1984 General Boyd became commander of the International Logistics Center and special assistant to the commander for international logistics at Headquarters Air Force Logistics Command, Wright-Patterson Air Force Base. He was responsible for managing foreign military sales programs totaling more than $20 billion in support of more than 60 countries. He assumed his present duties in July 1987.The general is a command pilot with more than 4,500 flying hours in fighter and trainer aircraft. He flew 107 combat missions in Southeast Asia, 100 of which were over North Vietnam. His military decorations and awards include the Legion of Merit, Distinguished Flying Cross with two oak leaf clusters, Air Medal with 11 oak leaf clusters, and Air Force Commendation Medal with two oak leaf clusters.
