An Original Charter Certificate attesting that the Steam Tug "Thomas Kelly" has been in the Service of the United States from Feb 1 to March 1, 1865 and has performed the services required according to the terms of the Charter. The Certificate is signed by Captain D Stinson, as AQM of the Quartermaster's Office at New York, March 1st 1865". 1p 8 x 11" ptd/ink.
